With the system of market economy is improving and the internal management is becoming more and more standardized, the contract has been carried out all kinds of business activities among enterprises, and it is the basic carrier of specific rights and obligations in economic come-and-go. The contract management is an important part of the overall management system of enterprises. The sustainable development of enterprise needs a contract management team with high execution. This team sometimes determines the ups and downs of enterprises. This paper analyzes the current situation and the existent problems of the contract management of SMEs from five aspects. Put forward the system of contract management based on"barrel theory"; the contract governor who has single management expertise is hard to accomplish, in the contrary, requires multidisciplinary expertise and a high Comprehensive quality. If they has little years of practical experience, the enterprise are unable to be perfect. The contract governor is required to link closely together with all aspects (specialty), makes all aspects (specialty) widely and closely run through. To attach importance to the development and training of complex contract management personnel can make enterprises have smooth development.
