Based on the concept of bounding surface, the bounding surface elastic-plasticity model was developed in the base of Mohr - Column yield function, and the dynamic constitutive model of the roadbed soil was established. The dynamic reflect of the soil was calculated with the model under the earthquake load, the calculation result was compared with the triaxial test result, it was found that the model can simulate the dynamic character of the soil under earthquake load well. The model was implemented into the FEM software-ABAQUS. The dynamic triaxial test result was simulated with a self compiled program, and make comparison to the ABAQUS calculation result with this model, the implementation achievement was proved to be correct. The techniques to perform seismic response analysis of earth dams were introduced taking an idealized model as an example, and it quasi-complement the deficiency of the current design criterion.
