Information systems integration is implemented on foundation of knowledge innovation, and effective mechanism is needed to promote knowledge innovation. Firstly, knowledge innovation parameter is put forward, and knowledge innovation cost model is built up based on it. Then mechanism on fixed paying is analysis to find that it could not promote knowledge innovation. Because of this mechanism on variable paying is put forward and it could promote knowledge innovation effectively. Further more, variable paying proportion is decided on how hard and how difficult the existed supplier work in knowledge innovation.
