Are programs scale-ups of project, or do we manage programs as manage projects? This paper tries to smooth the gap between program researches and program practice; and contributes some empirical suggestions based on a typical program case study. Firstly, it makes a review on key points of program researches; and then it analyzes nearly all the management inspects of a program case, Shanghai Expo Village Program. In the end, it concludes the empirical principle from the case study, which may help practitioners and scholars to get more knowledge of program management.
