Port Columbus International Airport (CMH) is located in Franklin County, Ohio, approximately eight miles northeast of the downtown region of the City of Columbus. CMH is owned and operated by the Columbus Regional Airport Authority (CRAA). Two parallel bituminous concrete runways serve the airport, designated 10L/28R and 10R/28L, and are separated by 2,798 feet. Runway 10L/28R is 8,000 feet long by 150 feet wide, and Runway 10R/28L is 10,125 feet long by 150 feet wide. CRAA has undertaken an airfield development program to relocate existing Runway 10R/28L with a new runway of the same designation that is 702 feet south of its current location. The runway relocation became the preferred solution for the following reasons: 1. The 3,500 foot runway separation makes possible simultaneous IFR aircraft arrivals and departures; 2. The additional runway separation provides a larger terminal development envelope; and 3. The runway replacement eliminates all current Federal Aviation Administration (FAA) waivers and existing airfield "hot spots" identified by the runway incursion action team (RIAT) within the project area. Existing Runway 10R/28L has a full depth flexible pavement section that has exceeded its structural service life with minimal rehabilitation and maintenance. This paper examines the site condition influences on the final design and the selection of pavement section materials for the airfield development program. The paper also discusses how construction was packaged to advance the runway relocation program. Finally, the paper discusses the pavement section material specifications for each construction package and construction activity completed to date as the relocation of Runway 10R/28L moves toward the commissioning date of June 27, 2013.
