Fuzzy Comprehensive Evaluation of Management System Validity for Large-scale Complex Programmes: Based on the Case of the World Expo 2010 Shanghai China

Effective project management system plays a vital role in integrative management and systematical control of large-scale complex projects. By evaluating the validity of project management system, the merits and demerits in project management system may be found and successful practices, weakness and the potential risks in project management practice can be discovered. It is important for optimizing project management system and improving the performance of project management. In order to. evaluate quantitatively the validity of project management system, an integrative evaluation index system and a fuzzy comprehensive evaluation model for large-scale complex project management systems are established in this paper. With the 2010 Shanghai World Expo project management system taken as a case study, it is found that the validity index of this project management system is 0.88, which can be seen as a benchmark level. The successful experiences in the design and operation of the management system in 2010 Shanghai Expo Programme make it a benchmark model for management systems of other large-scale complex projects at home or overseas.
