Research on Municipal Infrastructure Investment Supervision Mechanism Innovation: A Case Study on Xi'an

The non-commercial characteristics of the municipal infrastructure investment itself decide that it must be invested by the government The corruption and low efficiency which existed in now society in the government investment fields in China has been of concern to the community. Despite the local governments have taken different measures to solve those problems, it has many troubles to interrupt us do it better. The investment efficiency of municipal infrastructure depends on its supervision mechanism. There are four investment supervision models which we summarize in China, those are Project Corporation, capital construction department, specialist agency and project agency models. This paper has studied those models of municipal infrastructure and reveals that the limited investment supervision periods, the single supervision way, the unreasonable supervision systems make many troubles to the investment supervision systems. As those problems exist in the municipal infrastructure investment supervision fields, it is necessary to reform the present investment supervision mechanism. To complete the system of holding the legal person responsible for non-commercial projects and reform the investment supervision mechanism helps the supervision mechanism to run smoothly and efficiently. The implementation of project investment supervision is important and essential in the whole lifecycle. The innovation of supervision corporation accreditation from project legal person is proved as an effective mechanism to improve supervision level based on a case study on Xi'an.
