KC-One: Comprehensive City-Wide Management Plan Creates Leading Stormwater Management Program

Introduction. Major floods have caused millions of dollars of damages, taken lives,and degraded Kansas City’s streams. The City’s Stormwater Management Programidentified needed improvements over the last decade for the 320 square miles withinthe corporate boundaries. Approximately 1,000 projects were identified withestimated costs of about $1.8 billion to upgrade the drainage system and protect theresidents, homes, and businesses in Kansas City.Goals and Objectives. The City implemented the KC-One project to develop thetools needed to make Kansas City’s Stormwater Management Program a leader in theregion. The City needed to develop a Capital Improvements Program to equitablyprioritize the large number of identified projects. More importantly, it needed toidentify more sustainable solutions to flooding problems and land development thanthe traditional methods used in Kansas City, develop policies and regulations tomanage stormwater in a sustainable manner, develop a funding plan, and identify thestaff needed to adequately manage the program.
