過疎化が進行する水害常襲地域の今後の防災対策に関する調査研究

As a long-term countermeasure against disasters, a group removal is one of effective selections for a sparsely populated area in a mountainous region. Afforestation is extremely important to prevent flood disasters and so disappearance of mountainous regions should be avoided. However, it is impossible to perform a public disaster mitigation work for a very small village which is often attacked by natural disasters in a mountainous region. Therefore, a group removal seems to be needed in some situations. An attitude survey was performed in areas of the middle reach of the Kuma River, Kumamoto Prefecture. Furthermore, the case of Hirose, Hyuga City, Miyazaki Prefecture along the Mimi River where residents reguested the local government to promote a group removal was investigated.
