Study on Forewarning Index System for the Highway Construction Disasters

Either highway construction disasters,a new concept in the field of highway management,or the evaluation system of forewarning management is seldom mentioned in literature study.After defining the concept of highway construction disasters and stating the managing status of highway construction disasters in China,we recommended the use of forewarning management system.Then we demonstrated the guideline,steps and principles of establishing the forewarning index system.Finally,by the method of Delphi and precedence chart,we designed a 3-level theoretical framework for disaster forewarning index system,mainly consisting of staff management indexes,materials management indexes,environment management indexes,construction management indexes and accident-and-disaster emergency management indexes.Finally,the case of Handan Project of Qingdao-Hongqilapu Highway was used to illustrate this forewarning index system.
