PROBLEM TO BE SOLVED: To provide a disaster measures support robot, disaster measures support system, and disaster measures support system construction method, by which the construction of a communication network in the disaster-affected area just after suffering, securement of the communication network and the collection of information on the disaster.;SOLUTION: In the disaster measures support system in which disaster measures support robots 100 are disposed in a plurality of spots to construct the communication network, each of the disaster measures support robots 100 transmits a presence notice command by a wireless device, the other disaster measures support robot 100 which receives the presence notice command, recognizes the presence and the other robots 100 transmit/receive the presence notice commands similarly thereafter to establish a link among a number of robots.
