In the troposphere located at 2 ~ 8km height above sea-level of the equator area between south latitude 30°and north latitude 30°(most areas including China, Australia), there is a strong wind which has a constant good, abundant wind energy , stable wind direction and stable high speed wind--extremely ideal wind source for wind power(or: wind powered electricity). The wind power utilized above-mentioned strong wind as its driven force is tentatively called " troposphere wind power" by us. Troposphere wind power is characterized by high scientific technical contents, high projects difficulties and high beneficial results. Indeed it is the most novel, advanced wind power, namely a forward regenerated energy. Just because of this, the developed countries vie with each other in developing it. This article has introduced in detail troposphere wind power and some oversea instances of it. In addition, in order to devote some fragmentary information and superficial reveries about troposphere wind power to readers, a appendix--《Some Subtitles of Developing Troposphere Wind Power (rough sraft) 》is attached in the end of this article.
