From analysising to the gather bond in Beijing and Shenzhen, this article thought that the gather bond is an effective way for opening up small-and-medium-sized enterprise's financing channel. It Proposed tentative plan that set up small-and-medium-sized enterprise gather bond in the northeast old industrial base, constructed the bond's basic development pattern in the northeast old industrial base.It designed the concrete steps of operation which can be divided into five stages as arrangement, declaration, issuance, later management and development.At last,it gived the advises that the govement should pay more attention to department cooperation, policy subsidy, Financing platform's construction-The conclusion was that the gather bond will become the best way for openning up small-and-medium-sized enterprises' financing channel in the northeast old industrial base.
