MODERNIZATION OF IRRIGATION MANAGEMENT IN SARDA SAHAYAK CANAL SYSTEM—THE MASSCOTE WAY

The investigations presented here have been developed through a trainingworkshop in Uttar Pradesh Irrigation Department and FAO Mission,focussing on the modernization of irrigation management for JaunpurBranch Canal System, the pilot area of the World Bank financed UP WaterSector Restructuring Project (UPWSRP). This exercise aims (a) to enabledecision-makers, before engaging in investment plans, on how to ensurethat diagnosis and solutions are investigated properly in modernizationprojects (through Rapid Appraisal Procedure), (b) to suggest some specificstrategies on how one should make the best use of the modernizationinvestments made currently (Mapping System and Services for CanalOperation Technique) and © to follow up interventions on modernizationof irrigation management in other command areas of the state. This paperdescribes what more needs to be done on the basis of the findings of theappraisal exercise for the UPWSRP pilot project JBS area, covering nearly0.6 million ha using RAP and MASSCOTE tools developed by the FAO.
