Existing state-of-the-art mobile video coding application demands resource management for typical portable devices because of their limited complexity and power resources. The paper presents a novel approach to address the resource management on an end-to-end bases which is generic enough to be extended to a given video coding application and platform scenario. A codec modeling approach is employed, the introduced video decoder model enables accurate resource control and enables decoding complexity prediction for a wide variety of scene content with a high degree of accuracy. Elaborate simulations employing this model to a 3GPP Multimedia Broadcast Multicast (MBMS) application shows up to 3dB performance enhancement of the received video content.
