Launching service center for Small and Mid-scale enterprises to start an undertaking is a key action for all levels of Chinese government to prompt Mid- and Small-scale enterprises to breeding, growth and expansion, and to impel the region economy development. In fact, the practice result indicates that the service center runs certainly not in an ideal manner, because the service center strategic localization is not clear, lack of effective operating model, driving pattern and government supervising and managing ways, though the governments have paid massive time, energy, fund, land, and reduced taxes.Through investigation and research, this paper makes "The Hypothesized Headquarter of Company" to be the strategic position of incubation service center for Mid- and Small-scale enterprise, and makes out a set of models of operating, drive, government supervision, with background analysis, theory analysis, core competence analysis, method analysis and value analysis. Then we can explain that the service center presents difficulties through this system innovation, and then we can overcome the bottleneck which limits Mid- and Small-scale enterprises' sustainable development, furthermore, we can provide local government an effective strategy way to make function transformation in order to boost and service economic development.
