This paper focuses on the effectiveness of several BMPs used on the steep slopes of a large construction site in Northern California during severe winter storms. Heavy rains soon after construction was completed resulted in isolated problems. Continued heavy rains became a federally declared disaster for the county and quickly turned minor site problems into larger problems. The paper will examine why specific BMPs had varying success rates when used by the same contractor on the same site, what factors led to variations, how these factors may have been addressed prior to and during construction, and what responses were required when there were failures.
