This paper focuses on how the Chinese public leaders and their subordinate public servants perceive the latter's managerial competencies and how the public servants and their leaders perceive the leaders' managerial competencies in the public sectors in China,P. R. based on Competing Values Framework. By a three-stage research,we found that the leaders and their subordinates have a different view on the managerial competencies and behavior of one another. Some explanations for these results are given. In addition,implications for how to improve self-other evaluating and 360-degree feedback in Chinese public sector were discussed and some managerial competence developments and evaluation were involved as well.
