摘要

The project of Minimum Welfare is one of the most important policy issued by the Chinese government to ensure social justice. This policy is jointly executed by governments at the grassroots level,Sub--district Office and Community Residents' Committee. This thesis elaborates upon the essence,execution and administration of Minimum Welfare policy. Besides,it tries to locate potential problems and approach them from a theoretical perspective. At last,a conclusion is drawn.
