摘要

In transition,problems such as old management ideas focusing on staff control,old manpower consumption ideas of depleting personnel resources,old performance valuation judged by seniority and old management pattern depending on personnel files have been the obstacle of public HRM. However,optimistic trends can be noticed as follows: standardization and legalization of management,intense competition in manpower market,opportunities for human resources allocation provided by high-level opening and so on. Eventually,suggestions are made to promote public HRM in China.
