Specific Features of Russian E-government: Public Administration Reforms as an Image-Making Tool

E-government as a part of large-scale reforms of public administration is a very contradictory phenomenon in specific conditions of Russian Federation. Initiatives based on concepts of new public management and good governance combines with wide network of informal relations.Based on the consideration that E-government is a socially,politically and economically determined phenomenon in this article we make an attempt to investigate specific features of Russian E-government. The main conclusion is that given Russian socio-cultural specificity E-government projects still do not contribute significantly to the quality of public administration and democratic governance. E-government is considered to be a tool (1) of efficient administrative governance and (2) of improving image of the government both inside and outside the country.
