GOVERNMENT INTERVENTION IN INTELLIGENT TRANSPORT SYSTEMS BY PUBLIC-PRIVATE PARTNERSHIP AGREEMENTS

Due to the shortage of funds, the public sector needs to consider close cooperation with the private sector for effective ITS provision. However, the private investor is not interested in financing non-profit or low profit ITS projects. This paper examines the social and individual benefits for different ITS user services and exposes the reasons that are preventing ITS modernization. In the case studies, it further analyses how subsidy and internalising can be used to encourage ITS provision by PPP. The study finds that funding may be easier when governments intervene by subsidies or making requirement by a legal framework.
