By installing electric boiler in thermal power plant, the constraint of forced power output determined by heat can be decoupled. It is of great significance to mobilize the potential peak regulation capacity of thermal power plant, and to promote wind power clean heating and accommodation. For the wind power heating scheme with thermal power plant, the basic principle is introduced, and a cooperative game mechanism based on the side payment is designed. The payoff functions used to descript participants' trading initiative is constructed to discuss participant costs, interest and enthusiasm. Case analysis verifies the existence of Nash equilibrium and shows that the design of the game theory mechanism can effectively promote the participants' enthusiasm to the transaction.
