With the development of China city construction, the quality of city electrical distribution network and equipment were improved, and the whole fault rate reduced. But the fault rate of user lines and equipment will increase with the increase of users' number. The power failure resulted from user branch and internal fault increased in the whole distribution network fault. At the same time this kind of power failure will result to dissension between electrical power company and users or between users. The purpose of researching the detecting and controlling technology of 10kV users' branch fault is to resolve above problem and improve the reliability of electrical distribution network. Overhead lines occupy quite high rate in the electrical distribution network of most China cities. Generally, at the user T-junction point (also is the responsibility partition point between electrical power company and users), only partition isolation switch is equipped to be controlling equipment. When fault occurs at the user side of T-junction point, for example at user's line-incoming part or although at the internal side of user protection equipment (generally is dropping type fuse), its relay protection is not harmonious with that of electrical power company transformer substation, the transformer substation protection will act. If the fault is permanent, reclosing fails, then the fault of a mid-voltage user will result to power failure of the whole line.
