To guide the expanding planning of distribution system, an approach to evaluate the anti-fault ability of distribution networks is presented. A family of indices are defined, such as, risk parameter, structural anti-fault ability, security level and anti-fault parameter. A concept of independent tripping operation is described. The steps of distribution network reconfiguration with the minimal shaded loads are detailed. The process of anti-accident ability evaluation is illustrated. A heuristic algorithm of distribution system expanding planning based on anti-fault ability evaluation is put forward. An example is given showing that anti-accident ability evaluation is helpful to find the weak parts of distribution systems and guide the expanding planning. It also proves the feasibility of the proposed anti-fault ability evaluation based distribution expanding planning approach.
