SOME METHODOLOGY ISSUES IN THE EVALUATION OF ITSDEPLOYMENT ON THE TRANSCANADA HIGHWAY THROUGHREGINA

The deployment of an intelligent transportation system (ITS) was adopted to improve trafficoperation on the portion of TransCanada Highway through the City of Regina. Semi-actuated control andadvanced traffic management have been deployed in the project area. A comprehensive evaluation studyto assess traffic operation improvements after the deployment of the ITS system has been conducted.This paper describes some methodology issues from the evaluation of the ITS system deployment project.The study results show that benefits of ITS system deployment are not evenly distributed to all trafficmovements. Clearly defining the objectives of traffic improvement measures is critical for the project andits evaluation. It is important to notice that traffic data temporal patterns have impacts on evaluation datacollection and analysis. Other methodology issues related to experimental design of the ITS evaluationstudy, and suitability of ITS technology for given traffic conditions are also discussed.
