STUDY ON THE SIGNIFICANCE OF ENVIRONMENTAL IMPACT ASSESSMENT OF WATER CONSERVANCY AND HYDROPOWER ENGINEERING CONSTRUCTION: AN EXAMPLE OF ZHANGFENG RESERVOIR PROJECT

摘要

The paper illustrates the position and role of environmental impact assessment of construction project; explains the characteristic of the environmental impact of hydropower project and the main function of environmental impact assessment in hydropower project. It makes a brief introduction of Shanxi Zhangfeng Reservoir project, takes it as an example and explains how environmental impact assessment solves some common but momentous environmental problems in hydropower project: environmental protection, water temperature, minimum discharge, flood damage, migrant's living environment as well as the utilization of downstream water resources and the unbalanced economic development of the upstream and downstream region. Thus, it helps to understand the characteristic of the environmental impact of hydropower project and the significance of environmental impact assessment in hydropower engineering construction.
