Geotechnical Construction in a Complex Urban Setting The Boulevard of the Allies, Pittsburgh, Pa

This paper highlights geotechnical construction activities completed during the rehabilitation of the Boulevard of the Allies in Pittsburgh, Pennsylvania. The urban setting of this project presented unique construction challenges involving equipment mobility, temporary loading of existing structures and the requirement for suspended drill rig platforms for the installation of rock bolts along a 100-foot high rock slope known locally as the Duquesne Bluff. Additionally, this paper discusses the construction of new concrete cantilever structures founded at the crest of the near vertical rock slope, the use of pin pile foundations, pile load testing procedures and results, rock fall fence construction and rock slope netting installation. Through owner, designer and contractor cooperation, this project was completed within the $11.2M budget and ahead of month schedule. Recently the project was selected for the 2002 Outstanding Highway Achievement Award by the Pittsburgh Section of the American Society of Highway Engineers.
