Can a project designed to protect the environment survive in today's iohecticenvironment?l{ That was the challenge that stood before the Las Vegas Valley WaterDistrict as it began installation of the 17 mile $30 million Recycled Water DistributionSystem (RWDS). The road from design to completion was complicated, butdevelopment of trust and understanding between a government agency and residentialcommunity, led to a successful project.This case study will take a look at the challenges the LVVWD faced from three areas: thepress, the politicians and the public. Challenges including traffic disruptions contractdiscrepancies, schedule, negative press coverage and public opinion, along with how theywere handled, are discussed. The study will also focus on tools including publicmeetings, newsletters, media interviews and signage.
