The concept of ionization cooling is about 30 years old, but it has never been tested directly. Friction cooling could be useful if new modes of accelerators are used. We discuss the cooling needs for muon colliders at neutrino factories. We then mention a long-term program, MUCOOL, and near-term tests of the cooling principle. We describe an experiment in a muon beam at TRIUMF now, MUSCAT, that is related to this issue and some ideas for a modest cooling experiment.
