The reality is that in today's climate, fuel can deteriorate in as little as 6 months. Microbiologicals can cause filter plugging, but in general this in not the main problem, it is a symptom that points to a much larger situation in the system. While the system may be clogged with debris, it is the corrosive nature of these biologicals that pose the most threat. Biologicals alter many aspects of fuel quality, but because they are not part of the fuel they are largely ignored.
