The water in insulating materials influences their electricalproperties and chemical reaction relating their life time. For example,such influences are the effect on the breakdown voltage in oils, thewater tree in XLPE cables, the discharge inception voltage in SF6 gas,et al. These influences caused by the water in the materials are wellknown, however the “state” or “behavior” of thewater in detail has not been understood. Then, we have studied the stateand behavior of the water by observing the IR spectrum of the water,because the structure caused by hydrogen bonding is represented on IRspectrum. Our studies have been started for the state of water indielectric liquid, but now the studies are carried out for the water insome kinds of gases, the insulating paper, at el. In this paper, weexplain the way to interpret the IR spectra of water and present thestate of water in gases, liquids and polymers
