Use of performance indicators for monitoring HSE operating achievement

Parameters based on occupational accidents have been proposed as suitable performance indicators for HSE matters. The paper, argues that these parameters are suitable for the least severe accidents, but do not offer the usfficient distinctuion between various outcomes of the most severe possible accidents, thoese that are usually addressed in the QRA studies. The derivation of suitable performance indicators for potential major accidents, individually for the most critical systems and functions, are first of all discussed. Thereafter, a possible procedure for deviation on an overall performance indicator is outlined, proposed to be considerd separately for risk to personnel and risk to assets. In this way two overall performance indicators are generated. The possible usage of the proposed approach is illustrated in a simplifid case study. Finally, some suggestions for further work are presented.
