Revised NOx Emission Factors for Hot Mix Asphalt Plants

In 1994, a RACT proposal was developed for two batch mix asphalt plants, located on the same site in Glen Mills, PA., burning either No. 2 fuel oil or waste oil. During the preparation of this proposal, the background document for AP-42 Section 11.1 was reviewed. This review revealed that the oil-fired batch plant NOx emission factor was derived from tests conducted at plants burning either No. 2 fuel oil or waste oil. Since the major source of NOx emissions from any asphalt plant is estimated to be the oxidation of fuel-bound nitrogen within the dryer, which is similar for both batch and drum mix plants, it was determined that the NOx emission factor for oil-fired drum mix plants would be the most appropriate for estimating the emissions from these two batch mix plants. This approach was subsequently verified through stack testing.
