An Approach to an International System of Laws and Rights

In spite of all the internationalization and globalization of the world economies and economics, many countries do not have a fully operational and trustworthy internal system of Laws and Rights that could actually provide solid foundations for a full democracy status as well as prevent the practice of acts that are plainly considered as illegal or even criminal in many of the nations of the international community. This will possibly cause serious disturbances in the worldwide economy and in general international relations, from now on, and through the next century. So, a comprehensive and standardized system of Laws and Rights, of worldwide acceptance, like the international technical norms of current worldwide credibility and acceptance, will be certainly necessary. For such an accomplishment, a ranking of the national States by their effective status as States of Law is proposed. Suggestions of qualifying statements, indicators and levels as States of Law status are presented and briefly discussed.
