Abstract: It is shown that the statistical analysis of the Doppler shift fluctuations of non-Gaussian signal based on the use of the perturbation technique accepted in the Gaussian statistical estimation theory leads to the approximation irregularity. The series of the perturbation technique which satisfies the requirements of the regular approximation are obtained by the renormalization of the average Doppler lidar signal power.!5
