Public Law 83-566 is a federal program that has been used primarily for flood prevention and watershed protection in lowa since its inception in 1954. With some major changes by the public, within the Department of Agriculture and within the Natural Resources Conservation Service, we have seen changes in the evaluation, formulation and application of this program.
