The move to a restructured and more competitive electric industry has brought new challenges to hydroelectric owners. One of the most important challenges to a hydroelectric owner comes about during relicensing. The challenge: relicense the project with appropriate protection, mitigation and enhancement measures while continuing to produce electricity at competitive prices. Hydro licensees want assurance in the changing marketplace that they can continue to produce low-cost power at competitive prices. This requires the licensee to obtain a new license that contzins reasonable protection, mitigation and enhancement measures they can implement over the term of the new license.
