Using cooperative development to supply project recreation demands

With the deregulation of the electric power industry looming just around the corner, a new, and never-so-strong, impetus for cost-cutting and saving has produced a new willingness of hydropower project owners to look for opportunities for partnerships in meeting the demands for supplying the requsite recreation opportunities at these projects in order to maintain profitability. No longer can the owners and operators of the FERC-licensed hydropower dams afford to keep outside entities out of the planning, supply, and managmenet of project-supplied recreation facilities.
