Abstract: Stable and high gain of U-violet laser pulses was achieved in Ce:YiLF$-4$/ with nanosecond flash lamp pumping (nsFL)-`Soft' pump. it is due to neglectly low probability of two-step ionizations of Ce$+3$PLU$/ with nsFL pumping. Gain was not observed for this crystal under KrF-laser pumping-`Hard' pump. Two-step ionization of Ce$+3$PLU$/ reduces of quantum yield emission of Ce$+3$PLU$/ and prevents to population inversion 5D-4F of Ce$+3$PLU$/ at laser pumping.!4
