Abstract: In this paper, we propose an image coding method, which basically consist on the application of Vector Quantization and appropriate post- processing in order to minimize the mosaic effect. We have to store a monographic image data base. We use a Hierarchical Multirate Vector Quantization to codify the data base in a low bit rate and tolerable SNR. HMVQ is a suitable algorithm in order to separate different contrast blocks in each image. This division provides as a reconstruction selective filtering to minimize the mosaic effect. Each block will be filtered according to its characteristics. The gap between contiguous blocks is minimized with low contrast subimages. At the same time, edge blocks will maintain image details.!5
