Viability Assessment of PV Systems in University Campuses Under the Net-Metering Policy

Scope of this paper is the techno-economic assessment of the net-metering policy in medium-voltage prosumers, and specifically in university campuses. The examined case study is carried out using annual timeseries of real and reactive power consumption, as well as annual time series of photovoltaic power production for nine campuses of the Democritus University of Thrace, Greece. Special emphasis is given on the impact of the net-metering scheme on the electricity billing of the prosumers and on the economic viability of the investment. The background regarding the operation and the billing process with emphasis on MV prosumers using the net-metering policy is presented. Finally, results from various scenarios investigated are presented; from the comparative analysis significant remarks and conclusions are drawn regarding the cost-efficiency of the net-metering policy of MV prosumers in Greece.
