Chinese buildings are said to consume a lot more energy compared to buildings in well-developed countries like Germany. This paper disproves the statement; however the boundary conditions show that indoor temperatures in Chinese buildings are lower and the heating period significantly shorter. In order to avoid an increase of energy consumption due to higher requirements on thermal comfort proposals of Chinese and foreign institutions of improving energy efficiency are evaluated. Especially better insulation and air tightness of buildings, which at the same time improve thermal comfort, as well as the heating metering reform can contribute to that. The use of renewable energies in cities, especially solar energy, is less feasible due to high building density. Centralized instead of decentralized cooling can even strongly increase energy consumption.
