High Voltage Direct Current Transmission (HVDC) technology with large transmission capacity, flexible regulation and low loss is an important means to solve the uneven distribution of renewable energy and load centers in China. The current optimal dispatching model of HVDC tie-line only considers the consumption and cost of new energy in sending power grid which ignores the peak demand of the receiving power grid. To this end, a new HVDC tie-line optimal dispatching decision process combined with peak load regulation margin constraints of receiving power grid has been studied, and a modified brain storm algorithm (MBSO) is proposed to solve the model. Finally, the proposed model is tested and compared with conventional dispatching models on two regions in China to verify its effectiveness.
