Opened access to the use of transmission for producers and independent customers in the integrated electric power system results in transmission lease costs into a new focus. The determination of transmission leases based on the embedded costs and transmission losses must be handled fairly. The calculation must be done by considering the right technique and economic rationality. This paper proposes a calculation using power decomposition techniques to determine capacity usage and separation of transmission losses, and the probability of failure of transactions with N-l security and develops separate methods for each component. Capacity usage and reliability benefits are formulated from different transactions that are calculated in transmission leases based on investment recovery. While the cost allocation of transmission losses is calculated to cover fuel costs. The case study was undertaken using the Java Bali 500 kV system by simulating two transactions demonstrating the success of the proposed method.
