Received Signal Strength (RSS) based handover decision making algorithms use RSS value as the main criterion in handover decision making process. In the past, the RSS based handover algorithm only applied to horizontal handover because RSS signal of different wireless technologies cannot be compared directly. Nowadays, RSS signal is widely used for vertical handover decision making. RSS signal is used for predicting the traveling distance and traveling time to minimize the number of unnecessary handovers and handover failures in a high-speed environment. This paper reviews the past and present RSS based handover schemes in a high-speed environment. The framework of the next generation RSS based handover mechanism for the high-speed environment is proposed.
