Generally speaking, it is difficult to improve the road capacity through reconstruction and expansion in the old urban area, and its traffic congestion has become a prominent manifestation of urban traffic problems. This paper analyses the process of setting up one-way traffic in microcirculation network taking the old urban area of Jinhua City, Zhejiang Province as an example, based on the redistribution of traffic demand and channelization of intersections, a traffic organization optimization plan was proposed, and the optimization plan was simulated and analyzed using VISSIM. The effect of the plan was evaluated from a micro perspective from the perspectives of queue length, travel time and delay. It is shown that after the implementation of the traffic organization optimization plan, the overall traffic operation efficiency in the area has been effectively improved, which has a good effect on preventing and alleviating traffic congestion.
