Planning methodology for noise reduction in the contexts of sustainable and smart urban development

The growing significance of cities and the steady increase of urban population worldwide contribute to the exposure of a large percentage of this population to harmful noise pollution, and highlight the problem of guaranteeing affordable, noise-protected, and sustainable future. I offer a challenge to the both planning communities - acousticians' and town planners - but also city authorities, examine noise action planning and urban development as one social and integrated process. Little is known about how cross disciplinary, inclusion of the society and usage of information and telecommunication technologies can contribute to the holistic approach of the noise action planning. This paper analyzes three of the most common urban development processes from the perspective of environmental noise. It discusses available options and potentials for noise avoidance and reduction, and estimates their value and cost. It offer a model that integrates and visualizes cross-disciplinary planning, open innovation, smart participation, and alternative funding of noise-reduction methods. It proposes and explains their selection, implementation, and monitoring in a sub-model and time graphics. Further, it presents a vision of noise relevant planning and management for vibrant and habitable settlements in line with the goals of the Environmental Noise Directive and the United Nations Agenda 2030. It benefit citizens' quality of live, contribute to smart society development, sustainable, smart and more social urban planning. This paper highlight the "urban noise" as an extensive research sphere. It offers a methodology shift from top-down to more social and cross disciplinary, but also place based approach towards noise relevant and smart urban development.
