The United States has had limited acoustical regulations for the past 30 years. Currently many local jurisdictions (states, cities, and counties) adopt section 1207 of the International Building Code (IBC) with respect to multi-family residential acoustic construction. Some jurisdictions and states adopt environmental noise codes, which vary dramatically throughout the country, and some states have adopted acoustical guidelines or standards for schools and hospitals. Research by the University of California Berkeley, Center for the Built Environment [1] found, the number one complaint for building occupants is poor acoustics, and that green buildings rated lower than standard new construction buildings. These surveys are from commercial building occupants, and these complaints are at least partially due to the lack of clearly defined acoustical performance standards for these building types. With the goal of creating a more comprehensive and effective standard, a group of ASHRAE Technical Committee members compiled an updated acoustical control section for the ANSI/ASHRAE/IES/USGBC Standard 189.1 Standard for the Design of High-Performance Green Buildings. The 2014 version of this standard addresses site sustainability, water use efficiency, energy efficiency, indoor environmental quality (IEQ), and the building's impact on the atmosphere, materials, and resources. The 2017 edition of 189.1 is expected to be approved for publication later in 2017, and until it is approved for publication it is possible for changes to occur or for any changes to the acoustical section to be delayed until the next edition. The proposed update to the acoustical control section of ASHRAE 189.1 provides either a performance or a prescriptive path to acoustical compliance, and includes either acoustic commissioning or visual inspections to ensure the materials and assemblies are built to optimize acoustical performance.
