How to improve the environmental noise directive from the point of view of a software developer engaged in the development of noise modeling software and advising other consulting engineers in the application of the END.

摘要

The first round of noise mapping and action plans in accordance to the environmental noise directive (END) is nearing completion and preparations are already underway for the next round. Therefore it is high time to analyze what has been achieved in the first round and what could be done to improve the process. The review presented in this paper is from the perspective of an engineer engaged both in software development for noise mapping software and in advising technical staff of local authorities and engineering companies. The article also addresses the question of discrepancies in the numbers of affected people found in different EU member states and how to improve the approach by clarifying either the environmental noise directive itself or by clarifying details in the national regulations.
